Completely. Congress is required by the STOCK Act to publicly disclose trades within 45 days. We just read those disclosures and act on them faster than most people. If it weren't legal, Congress would have banned it already โ and they haven't, because they benefit from you not knowing about it.
Why does Congress beat the market so consistently?
Because they write the laws that move markets. They know about regulatory approvals, defense contracts, and policy changes before the public does. They can't trade on that knowledge legally โ but the STOCK Act has a $200 fine for violations, which is basically a rounding error on their portfolio returns.
How fast are their disclosures?
